docs only (with evidence CI gate script).

Improves evidence preservation for PR #111:

  • Record threshold provenance: document conservative 0.75 safe_to_edit and
    0.50 human_review thresholds vs canonical 0.69 baseline.
  • Separate identities: packet_source (zot-debby), caller_attribution
    (pi-deepseek), and verified_by (zot-debby).
  • Separate commits: subject_commit (afac8ef), evidence_commit (92be481),
    and current main.
  • Mark evaluation phase as post_merge (retrospective safe_to_edit).
  • Add machine-readable manifest.json with SHA-256 digests.
  • Point README source_of_truth to docs/plans/JEV-DECISION-GATE.md.
  • Add automated scripts/check-evidence.py gate validating JSON shape,
    hashes, commit existence, newlines, and secret rejection; wire into
    scripts/ci-checks.sh.

Validation: scripts/ci-checks.sh all passed (761 wiki-lint, date-format, okf,
evidence gate, and whitespace gate clean).
