feat: add Phase 0 contract fixtures pack and record milestone completion ... d33b8b5590

- Add testdata/contracts/herdr-slice/v1 with manifest, transcripts, and README
- Add TestPhase0ContractReplay asserting full Phase 0 wire lifecycle
- Update GO-PORT-EXECUTION.md and COMPATIBILITY-SPEC.md recording Phase 0 complete

fix(scripts): fallback to report-level commit in verify-evidence.sh 56eeb21e7a
