Points bherdr at the canonical cross-repo table in colibri/AGENTS.md, adds
the missing zot row to the Repos table so it names every platform repo, and
states that bherdr's own scope, gates, and commit identity remain authoritative
for this repository.

Docs-only: one file (AGENTS.md). This repo has no local markdown formatter
gate, so none was run.
