Resolves remaining architectural ambiguities for issue #93:
- system_skills: strict partition of concerns with core invariant that
  Colibri may index, install, observe, and report on a skill, but does not
  silently rewrite the committed skill source.
- system_ops: decompose operational state into 6 distinct record classes
  (runtime state, evidence packet, approval, execution record, conflict,
  and static report) matching credential lifecycle and PR #108 patterns.
- reference operator surface: colibri-tui + GlasspaneSnapshot are formally
  defined as the canonical reference operator surface; Plone and websources
  are strictly complementary projections.

Validation: wiki-lint clean (751 pass), check-dates clean, check-format clean.
docs: refine authority framing, operator interface status, and adoption criteria

Refinements based on review before merge:
- State that logical ownership and lifecycles are defined, runtime implementation pending.
- Frame colibri-tui as the reference operator interface and GlasspaneSnapshot as a read-only state projection, while treating policy and ledger records as authoritative.
- Shift negative wording to positive canonical derivation framing.
- Clarify six system_ops record classes and explicit operator authorization records.
- Frame Plone and websources as complementary projections.
- Rename to adoption and implementation criteria.

Validation: wiki-lint clean (751 pass), check-dates clean, check-okf clean, whitespace clean.
