Remove the list-skills MCP command, client wrapper, tool registration, and dispatch arm. The legacy Rust daemon/CLI verb and SQLite skill table remain untouched. Update tool-list and retirement tests, drop the tool from the 18-tool surface, and record the retirement in English/Slovenian MCP docs and the daemon protocol disposition table.
