test: sweep orphaned server runtime dirs at startup c0057e015f

test: wire startup orphan sweep with PID-reuse-safe owner marker ... d5b06ef2d7

Wire the one-shot sweep into ensure_cleanup_hooks so a later test process reaps servers leaked by an interrupted run. Record the owner process start time in the runtime-dir marker and compare it on read, so a recycled PID is not mistaken for a live owner. Adds Linux /proc/<pid>/stat and FreeBSD kinfo_proc ki_start readers, plus reuse-decoy and live/dead owner-marker tests.
