Follow-up to the access/authority reframe in colibri #96.

jev-triage and jev-policy-audit each carried their own "read-only"
paraphrase. Read-only is those skills' operating scope, not Jev's ceiling, so
each now points at the single canonical definition instead of redefining it:

• docs/plans/JEV-DECISION-GATE.md in colibri (reframed in #96): no direct
  access, no authority, never executes — but may select within a declared,
  bounded action space.

Verification

• scripts/check-forge-links.py: checked 8, failures 0 (the new link resolves
  200).
• jev_probe: 26 tests, OK.

Merge order: land colibri #96 so the pointer resolves to the reframed text.
