Update generate.py to recognize Croatian routes (/hr/ and /hr//) and exclude README.md from static paths.
Regenerate source-urls.json and url-map.csv against colibri commit 3151170 (88 routed URLs, 3 excluded READMEs).
Update content-intake/wiki-migration/README.md with Croatian routing and findings.
Note operator approval of internal LAN IPs in network-architecture.md.
